✓ Article (15): (The Crime of Exceeding the Limits of the Right of Access)
Anyone, who accessed a website, private account or an information system, using a right authorized
thereto, but exceeded the limits of this right in terms of time or access level, shall be punishable with
imprisonment for a term of no less than six months and a fine of no less than thirty thousand Egyptian
pounds and no more than fifty thousand Egyptian pounds, or with one of the two penalties.
✓ Article (16) (The Crime of Unlawful Interception)
Anyone who unduly intercepts any information, data, or any material published on the information
network or a computer, and the like shall be punishable with imprisonment for a term of no less than
one year and a fine of no less than fifty thousand Egyptian pounds and no more than two hundred
and fifty thousand Egyptian pounds, or with one of the two penalties.
✓ Article (17): (The Crime of Attacking the Security of Data, Information, and Information Systems)
Anyone, who intentionally and unlawfully causes damage to, disrupts, modifies the path of, or cancels,
either wholly or partially, software and data or information stored, processed, produced or
synthesized on any information system and the like, whatever method is used in the crime, shall be
punishable with imprisonment for a term of no less than two years and a fine of no less than one
hundred thousand Egyptian pounds and no more than five hundred thousand Egyptian pounds, or
with one of the two penalties.
✓ Article (18): (The Crime of Attacking Email, Sites or Private Accounts)
Anyone who causes damage to, disrupts, slows down or hacks an email, a website or private account
owned by an individual shall be punishable with imprisonment for a term of no less than one month
and a fine of no less than fifty thousand Egyptian pounds and no more than one hundred thousand
Egyptian pounds, or with one of the two penalties. If the crime is perpetrated against an email,
website or private account owned by a private legal person, the penalty of imprisonment for a term
of no less than six months and a fine of no less than one hundred thousand Egyptian pounds and no
more than two hundred thousand Egyptian pounds, or with one of the two penalties shall apply.
✓ Article (19) (The Crime of Website Design Infringement)
Anyone, who unduly causes damage to, disables, slows down, distorts, conceals, or alters the designs
of a website owned by a company, an institution, establishment or a natural person, shall be
punishable with imprisonment for a term of no less than three months, and or a fine of no less than
twenty thousand Egyptian pounds and no more than one hundred thousand Egyptian pounds, or with
one of the two penalties.
✓ Article (20) (The Crime of Attacking the State’s Information Systems)
Anyone, who intentionally or unintentionally gains access to and unduly remains in, or exceeds the
limits of the right authorized thereto in terms of time or access level or hacks a website, an email, a
private account or an information system, owned by, related to, or administered by or for the State
or a public legal person shall be punishable with imprisonment for a term of no less than two years
and a fine of no less than fifty thousand Egyptian pounds and no more than two hundred thousand
Egyptian pounds or with one of the two penalties. If the access was intended for interception or to
unduly obtain government data or information, then the penalty of imprisonment and a fine of no
less than one hundred thousand Egyptian pounds and no more than five hundred thousand Egyptian
pounds will apply. In all circumstances, if any of the previous acts resulted in damaging, destroying,
distorting, altering the information, data, website, private account, information system, or email, or
modifying their designs, or copying or recording them, or changing their path, or republishing or
cancelling them, wholly or partially, by any means whatsoever, then the penalty of imprisonment and
