a fine of no less than one million Egyptian pounds and no more than five million Egyptian pounds will
apply.
✓ Article (21) (The Crime of Attacking the Information Network Security)
Anyone who intentionally suspends, disrupts, reduces the efficiency of, jams, impedes, intercepts or
unduly makes e-processing of its data shall be punishable with imprisonment for a term of no less
than six months and a fine of no less than one hundred thousand Egyptian pounds and no more than
five hundred thousand Egyptian pounds, or with one of the two penalties. Anyone who has wrongly
caused the foregoing crime shall be punishable with imprisonment for a term of no less than three
months and a fine of no less than fifty thousand Egyptian pounds and no more than two hundred
thousand Egyptian pounds, or with one of the two penalties. In case the crime is perpetrated against
an information network related to, owned or administrated by the State or a public legal person, the
penalty of rigorous imprisonment and a fine of no less than five hundred thousand Egyptian pounds
and no more than one million Egyptian pounds, or with one of the two penalties shall apply.
✓ Article (22) (Software and Equipment Used in Committing Information Technology Crimes)
Anyone, who possesses, gets, procures, sells, makes available, manufactures, produces, imports,
exports or trades, by any way whatsoever, any devices, equipment or tools, or software designed,
developed or transformed, or passcodes, codes, symbols or any similar data, without obtaining the
permission of the National Telecom Regulatory Authority or being justified by reality or admissible by
law, and it was proved that such act was intended for using any of the foregoing in perpetrating or
facilitating the perpetration of any crime stipulated in this Law, or for concealing the traces of
evidence thereof, or that such use, facilitation or concealment was proven, shall be punishable with
imprisonment for a term of no less than two years and a fine of no less than three hundred thousand
Egyptian pounds and no more than five hundred thousand Egyptian pounds, or with one of the two
penalties.
Chapter Two: The Crimes Committed by Using Information Systems and Technologies, Fraud and
Encroachment Against Credit Cards, Services and Electronic Payment Tools
✓ Article (23)
Anyone, who uses the information network or any means of information technology to unduly access
numbers or data of bank cards and services, or any other e-payment means shall be punishable with
imprisonment for a term of no less than three months and a fine of no less than thirty thousand
Egyptian pounds and no more than fifty thousand Egyptian pounds, or with one of the two penalties.
If the perpetrator intended from the foregoing acts to obtain third party’s funds or the services
provided thereby, the perpetrator shall be punishable with imprisonment for a term of no less than
six months and a fine of no less than fifty thousand Egyptian pounds and no more than one hundred
thousand Egyptian pounds, or with one of the two penalties. A penalty of imprisonment for a term of
no less than one year and or a fine of no less than one hundred thousand Egyptian pounds and no
more than two hundred thousand Egyptian pounds will apply, if the perpetrator managed to seize
such services or third party’s funds for himself or for others.
✓ Article (24) (The Crimes related to Creating Fake Websites, Private Accounts and Emails)
Anyone, who creates a fake email, website or private account, and falsely attributes it to a natural or
legal person, shall be punishable with imprisonment for a term of no less than three months and a
fine of no less than ten thousand Egyptian pounds and no more than thirty thousand Egyptian pounds,
or with one of the two penalties. If the perpetrator used the fake email, website or private account in
any act that defiles the reputation of the person to whom same is attributed, the perpetrator shall be
punishable with imprisonment for a term of no less than one year and a fine of no less than fifty
