Adoption of the Reference Framework for Higher Education in the Arab Republic of Egypt
Ministerial Decree No. (592), dated March 11, 2025, was issued following the approval of the Supreme Council of Universities during its session held on February 22, 2025. The decree adopts the Reference Framework for Higher Education in the Arab Republic of Egypt as the foundational guide for shaping and planning policies for university and higher education in Egypt. This framework adopts a comprehensive and integrated vision aimed at aligning education with the rapid changes in science, technology, and scientific research, in accordance with global academic and scientific standards. It also seeks to connect current curricula in colleges and institutes with mechanisms for training and entrepreneurship development, in light of the current and future needs of the labor market. This ensures the fulfillment of future job requirements amidst technological advancements, in alignment with the state’s short- and long-term investment and strategic development plans, as well as current and future scientific and technological progress.
The Higher Education Reference Framework in Egypt aims to transform the role of students into active participants and academics into catalysts for creativity. This fosters a flexible educational environment that enhances critical thinking and integration with the labor market, in line with the national strategy that focuses on designing integrated academic programs promoting lifelong learning, research, innovation, and sustainability.
The Supreme Council of Universities issues the rules and regulations for the work of scientific committees (download the rules for promotion cycle 14) to review the scientific output of applicants for professor and associate professor positions. In this context, the Supreme Council of Universities forms permanent scientific committees (current committees) to review the scientific output of applicants for promotion in all the sub-specialties approved by the Council. The scientific committees are responsible for reviewing all submitted documents and preparing collective reports. Information about the current reviewing committees can be found here. The Council has launched a comprehensive electronic system to facilitate the promotion process for faculty members. Researchers can obtain a plagiarism check report and an impact factor report by applying through this link. The Supreme Council of Universities is the sole authority in the Arab Republic of Egypt responsible for equating academic degrees (Doctorate, Master’s, Bachelor’s) and postgraduate diplomas awarded by educational institutions and universities not governed by the Law on University Organization. Degrees can be searched from here. The Supreme Council of Universities forms a committee for degree equivalency, which is responsible for reviewing and equating degrees awarded by educational institutions.
