General Administration of Finance & Contracts

Overview of the Administration

The General Administration of Financial Affairs at the Secretariat of the Supreme Council of Universities is responsible for overseeing the implementation of the general policy for its affiliated departments, providing and securing the Secretariat’s annual needs, and preparing the final accounts and consolidated financial statements for the Secretariat of the Supreme Council of Universities during financial periods and at the end of each fiscal year on June 30.

The General Administration of Financial Affairs is divided into:

  1. Contracts and Stores Management
  2. Budget Management
  3. Government Accounts Unit
  4. Special Accounts Unit

 

Vision

To complete tasks according to locally recognized standards and charters by adhering to Egyptian and international accounting standards as quickly as possible through an institutional framework that embraces quality policies and optimal resource utilization, supported by highly efficient human and technological capabilities.

To achieve local leadership in budget implementation for financial sustainability by enhancing and rationalizing expenditure within the framework of the state budget.

Mission

To support and assist the departments of the Secretariat of the Supreme Council of Universities in directing expenditures and implementing the budget policies and instructions approved by the Ministry of Finance, through financial balancing programs and by leveraging financial systems.

To complete tasks according to established standards and charters as quickly as possible through an institutional framework that embraces quality policies and optimal resource use, relying on high-efficiency human and technological capabilities, and to conduct business in an ethically responsible manner that serves the interests of the Secretariat of the Supreme Council of Universities and its clients.

  • Preparing all financial reports and statements of various types to be presented to decision-makers within the Secretariat of the Supreme Council of Universities and the Ministry of Higher Education.

 

  • Monitoring the implementation of targeted plans, identifying any obstacles that may hinder their execution, and taking the necessary steps and actions to resolve these issues.
