Design Format background.

You can apply the background only on the selected slide or apply it to all slides by
pressing (Apply to all) command.

Insert a new slide then open the Design tab Choose the background format as shown
below
Note: You can control which type of background is applied in terms of transparency and
color degree, and it can be applied to the specific slide or applied to all
